2017 Elections Candidates’ Information and Rules

The Dalhousie Student Union Elections Committee is committed to fair and accessible elections. Candidates requiring accommodations with regards to accessibility needs should make requests in writing to the CRO as soon as possible, but not any later than March 3, 2017. As per DSU Policy, the Elections Committee will make all reasonable attempts to accommodate accessibility requests, but cannot guarantee accommodations.

ELECTIONS COMMITTEE MEETINGS

 

Regular Elections Committee meetings will occur Mondays at 4:30 PM. The Elections Committee will also meet as required throughout the elections process for voting and the resolving of issues.

     

 Decisions made by the Committee related to specific candidates will be released by the committee to the candidate in question and any fines levied will be posted on the door of the Elections Office.

2017 DSU ELECTION RULES

 

Candidates should refer to the DSU Constitution and Elections Policy for basic campaigning rules. The following rules are in addition to those found in the Constitution and are the discretion of the Elections Committee. Not reading the Constitution is no excuse for breaking a rule! Candidates caught breaking any of the following rules may be fined at the discretion of the CRO and Elections Committee.

GENERAL RULES

  1. No candidate shall slander another candidate or produce campaign materials which are libellous or which make statements or accusations regarding other candidates.
  2. Harassing other candidates will not be tolerated and will result in disqualification of the candidate.
  3. Society referendums and individual candidates cannot use resources that are not available to all students. These common resources will be announced at the Candidate Café. 
  4. "Yes or No" referendum questions on internal student union matters (ex. union fees) can use the staff resources of the union.
  5. Candidates may not use the DSU Tiger or any Dalhousie University campaign materials or slogans in the course of their campaigning.
  6. Candidates may not campaign inside any university library, learning commons or bar.
  7. Candidates cannot campaign in any way outside of the campaigning period.
  8. Non-union members can be members on campaign teams. However, they are held to the same standards and policies as the candidates themselves. All infractions against individuals on campaign teams will be charged to the candidate. 
  9. Candidates cannot accept offers from outside parties. Offers include but are not limited to: donated goods, funds or services.
  10. Candidates and campaigns must provide a link to the dsu.ca/elections website in the description for any Facebook page or group, Twitter, Snapchat, Instagram, or any other social media accounts used for campaigning and include the link and #dsuvotes in any posting relating to the election.
  11. Candidate’s social media accounts may stay open after the end of campaigning but candidates are not permitted to post anything related to their campaign outside of the Campaigning Period.
  12. Campaign materials may not use coarse language or include any content or references to alcohol or drugs.
  13. As per DSU policy, campaign material may not include any content or references that are discriminatory.

 

POSTER RULES

  1. Candidates must submit electronic copies of their posters to the Elections Committee at cro@dsu.ca no later than 24 hours following the close of the Nomination Period to ensure that they will be posted by the beginning of the campaigning period. Posters submitted after this time may experience a delay in being posted.
  2. Poster locations will be made public at Candidate Café.
  3. The Elections Committee is responsible for the placement, posting and removal of all candidate posters. Any posters not put up by the Elections Committee will be removed immediately and the offending candidate will be fined.
  4. Posters will be grouped according to position, and as a large group whenever wall space allows.

a.       If a greater-than-normal number of candidates are running and wall space is not available, the posters may be split into two locations but will remain grouped by position.

  1. Posters that have been damaged or otherwise vandalized will be replaced by the Elections Committee as soon as possible.

a.       The Elections Committee will make regular rounds to inspect the posters. If you notice your poster has been damaged and isn’t replaced in 24 hours, please send us an email at cro@dsu.ca.

HANDBILLS

  1. Candidates must submit electronic copies of all handbill designs to cro@dsu.ca no later than 24 hours following the Nomination period. Failure to do so may result in delays in the approval of materials.
  2. Handbills must not exceed 4.25 inches by 5.5 inches in size (1/4 of a letter sized piece of paper). Any handbill found to be larger than this size will result in the offending candidate being fined.
  3. Candidates are responsible for printing and distributing their own handbills.
  4. Candidates may not distribute handbills in classrooms or in a university library
  5. Candidates may not distribute handbills once the campaign period has ended.

 

FACEBOOK

  1. Candidates and campaigns may create a new Facebook Page or Group to use for the duration of the Campaign or they may use their personal Facebook pages to campaign. Campaigns can use their society page during the campaigning period.
  2. Candidates and campaigns can use Facebook groups that were used for campaigning in the DSU election in previous years.
  3. Facebook pages and groups may remain live after the close of campaigning, but walls must be closed and candidates/campaigns and their workers may not make further posts on them. They also may no longer send messages to their members.
  4. Candidates and campaigns are permitted to use personal Facebook pages to promote voting during the voting period but may not make reference to their campaigns in doing so.

 

TWITTER

  1. Each candidate and campaign may either create a new Twitter account to use for the duration of their campaign, or they may continue using a current Twitter account.
  2. Candidates and campaigns must include #DSUvotes in every tweet.

 

EMAILS

  1. Candidates and campaigns can send emails during the campaigning period only to those students who have given them the email address for the campaigning purposes.
  2. Students must have the option of unsubscribing from the email list by sending an email to the candidates or campaigns.
  3. One email will be sent from the Union on behalf of the Elections Committee, including submitted campaign information for each candidate/campaign at the beginning of the campaigning period.
  4. A second email will be sent at the beginning of the Voting Period outlining the candidates, and how students can vote.

 

Snapchat

  1. Each candidate and campaign may either create a new Snapchat account to use for the duration of their campaign or they may continue using a current Snapchat account.
  2. All Snapchats must be sent to the CRO Snapchat account including stories.

 

Instagram

  1. Each candidate and campaign may either create a new Instagram account to use for the duration of their campaign or use an existing Instagram account.
  2. The Instagram account should be public and the DSUelxn Instagram account should be followed.
  3. Candidates and campaigns must include #dsuvotes in the caption of each photo or video posted on the Instagram account.
  4. Candidates must tag the DSUelxn account in all photos.

 

VIDEO

1.      Each candidate is encouraged to create a 1-minute video that will be used on the DSU Elections website.

a.      Candidates are permitted to make further videos but only the 1-minute video will be used on the DSU Elections website.

b.      In order to be used on the website the video must be submitted no later than 4:00 pm on Tuesday, March 7, 2017.

2.      Additional videos that candidates wish to use should be sent to the Elections committee for approval. The committee will review the video and approve it within 24 hours of submission.

 

CHALKING

1.     Only water soluble chalk may be used.

2.    Chalking within 10 feet of doors is prohibited.

3.   Chalking on vertical surfaces or on any buildings is prohibited.

4.   Chalking on any recreational/athletic field is prohibited.

 

CLASSROOMS

1.      The use of all campaign materials within the classroom is forbidden.

2.      Verbal campaigning within the classroom requires the expressed written permission of the presiding faculty member to be forwarded to the elections committee (cro@dsu.ca).
